To provide safeguards for the maintenance of a procurement system of quality and integrity in Gadsden County. 

Ensure fair and equitable treatment of all persons who deal with the procurement systems of Gadsden County. 

To maximize economy in Gadsden County Procurement activities and to maximize, to the fullest extent practicable, the purchasing value of public funds of Gadsden County. 

To purchase or supervise the purchase of all supplies, services, materials, equipment, and construction services. 

To encourage the growth of small and minority businesses through the promotion of an atmosphere conducive to the development and maintenance of small and minority business participation in the County’s procurement system. 

To simplify, clarify, and modernize the procurement practices used by Gadsden County Board of County Commissioners
