Office of Budget and Procurement

The Office of Budget and Procurement (OBP) prepares and administers Gadsden County’s annual budget in accordance with Florida Statutes and the policies of the Gadsden County Board of County Commissioners. On behalf of the County Administrator and the Gadsden County Board of County Commissioners, the OBP fulfills an oversight role and provides general guidance and assistance to County departments, members of the public, media representatives and other government agencies.

The primary services of the Office of Budget and Procurement include the following:

The primary purpose of the Budget Department:

· Preparing the county’s annual operating and capital budgets

· Analyzing and processing changes to the adopted budget

· Planning for future operating and capital requirements

· Reporting financial trends and issues, major project status, and departmental performance data

· Reviewing and commenting on the fiscal impact of Board agenda items,

· And providing financial expertise, assistance and information to the Board, Administration, departments, citizens, and media representatives.

The primary purpose of the Procurement Department:

· To provide safeguards for the maintenance of a procurement system of quality and integrity in Gadsden County.

· Ensure fair and equitable treatment of all persons who deal with the procurement systems of Gadsden County.

· To maximize economy in Gadsden County Procurement activities and to maximize, to the fullest extent practicable, the purchasing value of public funds of Gadsden County.

· To purchase or supervise the purchase of all supplies, services, materials, equipment, and construction services.

· To encourage the growth of small and minority businesses through the promotion of an atmosphere conducive to the development and maintenance of small and minority business participation in the County’s procurement system.

· To simplify, clarify, and modernize the procurement practices used by Gadsden County Board of County Commissioners
