CITY OF QUINCY, FLORIDA
The City of Quincy plans to apply to Florida Commerce for a FFY 2025 Small Cities Community Development Block Grant 
(CDBG) in the Neighborhood Revitalization category for grant funding in the amount of $1,619,550.00. The activities, 
dollar amounts and estimated percentage benefit to low- and moderate-income persons are as follows:

The City of Quincy’s CDBG project proposes several upgrades and improvements to their South Substation, including: 
testing and painting the transformer, replacing the existing 69 kV circuit switcher with a 69 kV circuit breaker already 
purchased, installing new 69 kV hookstick switches on the voltage side of the steel structure, installing refurbed control 
building for all relay and control equipment, replacing the existing battery, relay panel and charger and replacing the 
recently failed 15 kV feeder breaker. Additionally, the City is proposing replacing the waterline on S Adams Street from 
Clark Street to Dr. Martin Luther King Jr. Blvd from its existing 8” transite line to a 10” PVC main, providing for a more 
resilient material and an increased capacity of the line.
The City of Quincy does not expect that anyone will be displaced because of the CDBG-funded activities proposed 
above. If any persons are displaced because of the planned activities, the City of Quincy will assist them as described 
in the City’s anti-displacement and relocation policy, which is available for review at Quincy City Hall.
A public hearing to provide citizens an opportunity to comment on the application will be conducted in a handicapped 
accessible location at the City Hall located at 404 W Jefferson Street, Quincy, FL on May 12, 2026, at 6:00 p.m. A draft 
copy of the application will also be available for review during normal business hours at City Hall by noon on May 12, 
2026.
A Fair Housing Workshop will be held on May 12, 2026 at 6:00 p.m. at the City Hall located at 404 W Jefferson Street, 
Quincy, FL to discuss local, state and federal fair housing laws.
Persons wanting to submit written comments on the application should send them to Juanita Brunson, City Clerk, at
jbrunson@myquincy.net or by mail to Quincy City Hall, no later than May 15, 2026. A copy of the final application will 
be available for review no later than May 20, 2026, at City Hall. The application will be submitted to Florida Commerce 
on or before May 20, 2026.
